构建社会主义和谐社会,不只是强调社会矛盾的缓和,各种利益冲突的调和,更主要是强调发展方向必须符合社会主义原则,使社会全体成员都能在发展中提高生活水平,获得必要的社会保障和平等的发展机会,享有更充分的民主权利。从这个角度来讨论公平和正义,首先要强调的是组成这个社会的主体——公民和公民的基本权利,这是衡量社会是否公平的基本尺度,也是构建社会主义和谐社会的核心。同时,在构建社会主义和谐社会的过程中,作为执政党的中国共产党自身的健康程度、知识和理论的准备,以及党的执政能力,决定了这个伟大事业的未来。
