随着互联网技术的发展,一种新型的社会组织——网络群体开始出现并迅速发展,特别是在当前建设和谐社会的目标下,网络群体作为新型的社会利益表达渠道,其政策参与也逐渐成为一种趋势。因此,本文以社会团体的政治参与为理论前提,一方面,肯定了网络群体政策参与的优势,同时也分析了网络群体所存在的问题。在此基础上,提出培育与规制并重,在提高社团专业化水平的同时,实现网络群体管理的规范化,促进其政策参与功能的健康有序发展。
