日本与德意缔结军事同盟一事,牵涉国际局势变动,同时也影响中国争取国际援助。以往有关蒋介石与国民政府因应德意日三国同盟的研究成果,多是探讨三国同盟缔结之后的因应与决策,忽略了这些决策系奠基于国民政府对于三国同盟交涉期间的观察。国民政府在三国同盟酝酿至签订期间,亟关注此事发展,由原以为是防共协议的延伸,仍以苏联为对象,到包括英美,这种对象改变所造成的国际局势变动自不可同日而语。故对国民政府而言,三国同盟的重点不仅在于日本选择与德意结合,更重要的是代表日本决定南进,直接与英美为敌,如此必然直接影响太平洋局势的剧变。在认清此关键后,蒋介石与徐永昌均认为三国缔结同盟后不必急于表态加入英美集团,与轴心集团为敌,首要之务在促使日本南进,迫使美国真正重视亚洲战场。
The conclusion of the military alliance between Japan and Germany and Italy involves the changes in the international situation and at the same time affects China’s bid for international aid. In the past, Chiang Kai-shek and the Kuomintang government responded to the research results of the allies in Germany, Italy and Japan. They mostly focused on the response and decision-making after the conclusion of the trilateral alliance. They neglected these decisions based on the observations made by the Kuomintang government during the negotiations between the three allies. During the period from the deliberation of the trilateral alliance to the signing of the trilateral alliance, the Kuomintang government should pay close attention to the development of this matter. It originally thought it was an extension of the agreement to prevent the communist party and was still targeted at the Soviet Union. From the perspective of the United States and Britain, changes in the international situation caused by the change of such an object can not be compared in the same way . Therefore, for the Kuomintang government, the focus of the tri-nation alliance lies not only in Japan’s choice of combining Germany with Italy but more importantly, it decides to go south on behalf of Japan and directly opposes the Anglo-American relationship. This inevitably directly affects the drastic changes in the Pacific. After recognizing this key point, both Chiang Kai-shek and Xu Yongchang believed that after the three allies concluded their alliances, they did not have to rush to stand on the Anglo-American group and oppose the Axis Group. The primary task was to push Japan south and force the United States to really value the Asian battlefield.
