在党中央、国务院的领导下,北京市委、市政府认真贯彻十六届六中全会和全国应急管理工作会议精神,始终将基层应急管理工作摆在突出重要位置。近年来,按照“重心下移、面向基层,预防为主、平战融合,加强指导、动员群众,依靠科技、完善手段”的工作思路,因地制宜、整合资源,努力构建具有首都特点的基层应急管理体系,切实提高基层应急管理能力,取得了明显工作成效。具体的做法和体会是:
