我省山區的面積占全省總面積的70%以上,其中水土流失严重的面積即達1億6千万畝,每年流失泥沙約在3億噸以上,等于每年損失925万畝耕地的4寸厚的耕作土層。严重的水土流失的結果,不但使山區土地日益瘠薄,影响山區生產的發展和人民生活的改善,而且嚴重地威脅到黄河和海河的根治与開發。为了有效地从根本上改变我省山區的貧瘠面貌,进一步發展山區的生產,根据全國農業發展綱要(草案)和山西省12年農業發展規划(草案)所規定的開展水土保持工作的方針与任务,要求在全省1億6千万畝水土流失的土地面積上,从1956年開始,爭取在五年内,全面地完成水土保持的工程,同時結合造林、育草、改良耕作方法和耕作制度等一系列的措施,使保持水土收到一定功
