第二次世界戰爭結束,美蘇成為世界的兩個最大强國。這兩大强國能够和平合作,則戰後會有一個長期安定的世界:它們如果發生對立鬥爭,則戰後世界將有相當時期處於動盪不定之中。不幸在戰爭結束後的九個月來,一切的發展指向着美蘇的對立典鬥爭。在巴黎外長會議失败以後,美蘇對立已經代替着英蘇的矛盾而成為國際間最顯著的特徵。
After the Second World War ended, the United States and the Soviet Union became the two largest powers in the world. If the two great powers can cooperate with each other peacefully, then there will be a long-term, stable world after the war: if there is a confrontation between them, the post-war world will be in turmoil for a considerable period. Unfortunately, all nineteen months after the war ended, all development was at the stage of opposing the canonization between the United States and the Soviet Union. After the failure of the Paris meeting of foreign ministers, the United States and the Soviet Union have become the most prominent international characteristics in place of the contradictions between Britain and the Soviet Union.
