一、要进一步提高对《湖南政报》特殊地位和作用的认识《湖南政报》是省人民政府机关刊物,行使省人民政府公报职能。《立法法》赋予了它作为地方性法规、政府规章和规范性文件标准文本的法律地位。因此,它绝不是一般的杂志类期刊,而具有其他任何信息传媒无法替代的作用。进一步办好《湖南政报》,抓好政报的宣传发行和学习运用,具有重要的意义。第一,是加快转变政府职能的一个重要方面。现在,进一步转变政府职能显得越来越紧迫。朱镕基总理一再重申和强调要转变
