“灰色权力”的存在,有损“立党为公、执政为民”的理念,有损国家、政党、政府、人民的利益,不利于规则和秩序的正常运行,不利于社会稳定,不利于科学发展。要遏制灰色权力的泛滥,必须从权力思想观念、权力运行机制、权力监督机制、加大惩处力度等方面多管齐下,坚持用制度管权管事管人,把权力关进制度笼子。
