公路特别是高速公路在我国经济社会发展中越来越具有杠杆性作用。本文针对我国高速公路经营管理中的一个关键问题———收费制度进行了研究。文章提出我国高速公路收费制度改革的要点是:收费标准应根据国情以实际载重量为依据,发展高速公路以收费还贷为主,延长收费还贷的期限,调低收费标准,针对不同空间、不同季节、不同时段制定不同的收费标准,完善收费的法规体系,坚持收费制度的阳光化操作,兼顾各方利益。
Highways, especially expressways, have become increasingly leveraged in China’s economic and social development. In this paper, a key issue in China’s highway management --- fee system was studied. The article points out that the reform of toll system in our country should focus on the following aspects: the toll standard should be based on the actual load in accordance with the national conditions; the toll repayment should be mainly developed on expressways; the deadline for repaying loans should be extended; the charges should be lowered; In different seasons and at different periods, different charging standards are formulated, the legal system of charging is improved, the sunshine operation of the charging system is adhered to, and the interests of all parties are taken into account.
