2010年10月12日,温家宝总理主持召开国务院常务会议,通过了财政部提出的关于全国草原生态保护和促进牧民增收的实施方案,决定从2011年开始在内蒙古等8个省区启动草原生态保护补助奖励机制。该文作者是这一政策制定出台的经历者和该政策在内蒙古实施的责任人,其就草原生态补偿的理论探讨及政策取向建议,同读者探索交流,以期推动草原生态的保护、建设和良性发展。
On October 12, 2010, Premier Wen Jiabao chaired a State Council executive meeting and adopted the implementation plan put forward by the Ministry of Finance on ecological protection of the grasslands and increasing herdsmen’s income in the country.
