2000年岁末,北京市教委在北京市经济技术开发区举办了首次大规模“学校—企业人才供需见面会”。此次活动场面热烈,学校满意,企业欢欣。 “统帅部”运筹帷幄 和全国大部分地区一样,由于“高中热”、“高教热”和劳动力市场学历要求的高移和某些岗位的供过于求,使中等职业教育陷入了“招生难”和“就业难”两大困境:一个是“入口”,一个是“出口”。严峻的现实既是挑战,也蕴涵着机遇。北京市教委一班人认为:不管困境如何,大力发展职业教育的信念不能动摇,职业教育的综合配套改革仍要加大力度。 于是,一项项改革措施从“统帅部”出台了:
