建设工程的投资控制,重在设计阶段。但目前很多建设项目造价控制,偏重于建设实施阶段。究其原因,投资的多元化,项目的大众化,且技术含量不高。尤其是开发项目,其中比重较大的是住宅工程。开发商对工程造价的控制,着眼于建设期。事实上是对已经发生的各项费用,委托造价咨询公司去审核控制。据了解,重点是材料价格。本文结合实际案例,仅谈建设期材料价格的审核控制。
