辽宁省通过采取政策扶持、资金引导、科技示范带动加强了民间资本参与水土保持生态项目建设,建立起了多层次、多渠道的资金投入体系,使水土保持生态建设得到健康、可持续发展,取得了很好的经济效益、生态效益和社会效益。但是民间资本参与水土保持生态建设仍然存在着很多问题。本文分析了民间资本参与水土保持生态建设存在的主要问题,提出了相应的科学对策,旨在为大家提供参考和借鉴作用。
