在我国经济社会快速发展的大背景下,民生工程正成为一个受到人们关注的热点。民生工程不仅与我们每一个人的生活密切相关,而且对我国各项事业的发展起着不可忽视的作用,其资金来源有彩票公益金、民政专项事业基金等。当然,前者属于民生资金的一个重点组成部分。在我国福利彩票事业规模的日益壮大之时,该项资金在民生工程资金中所占比例也随之逐步提高。同时,财政部于2012年修订并公布了新的《彩票公益金管理办法》,安徽省于2013年修订并公布了《安徽省省级福利彩票公益金使用管理暂行办法》等,这些新法规的出台使得该项资金的关注度得到进一步提升。因此,需要对它对民生工程中发展的作用进行思考与分析。为了使相关研究更具体、更有针对性,本文以安徽省为例,针对改革前后有关彩票公益金的法规变化进行分析,并指出现阶段彩票公益金的使用与分配所出现的一些问题,最后提出相应的建议及措施以更好地配合民生工程的发展。

Its source of funds includes the lottery public welfare fund and the civil affairs special fund. Of course, the former belongs to the people’s livelihood funds as a key component. As the scale of welfare lottery business in our country grows increasingly larger, the proportion of this fund in Minsheng Project funding will also gradually increase. In the meantime, the Ministry of Finance revised and promulgated the Measures for the Administration of Lottery Fund in 2012, and revised and promulgated the Interim Measures for the Administration of the Use of Commonweal Welfare Lotteries in Anhui Province in 2013 in Anhui Province. These new regulations made The attention of the funds has been further enhanced. Therefore, it needs to think and analyze its role in the livelihood projects. In order to make the related research more specific and specific, this paper takes Anhui Province as an example, analyzes the change of laws and regulations about lottery public welfare fund before and after the reform, and points out some problems that arise in the use and distribution of lottery public welfare fund. Finally, Suggestions and measures to better meet the livelihood projects.
