国家发展计划委员会主任曾培炎在九届全国人大二次会议上报告了今年经济和社会发展的八项主要预期目标和六项主要任务。 曾培炎说,1999年经济和社会发展的主要预期目标是: (一)经济增长率7％左右; (二)全社会固定资产投资增长12％左右; (三)全国商品零售价格涨幅2％以内,居民消费价格涨幅4％以内; (四)出口总额力争有所增长,进出口基本平衡; (五)保持必要的财政收支差额,中央财政赤字1503亿元; (六)货币发行量1500亿元左右;
