从20世纪80年代起,中国外交进入了新的历史时期,邓小平同志在中国外交理论和实践上做出了卓越贡献:一是提出了和平与发展是当代世界两大主题思想,将促进世界和平与发展更加明确地定为中国外交的根本目标,为新时期外交指明了方向;二是给独立自主原则赋予了新的内容,形成了务实灵活的外交政策和独特的外交风格;三是明确提出我国外交政策的根本保证——发展才是硬道理;四是在解决国际争端问题上提出“搁置主权,共同开发”的创新方法。
