反腐败理论研究的基本问题是权力和腐败的关系问题。本文认为 ,腐败的实质是社会公共权力性质和职能的蜕变 ,权力是产生腐败的必要条件 ,缺乏制约的权力同人的自私自利性的结合则是产生腐败的充分条件。并从四个方面具体分析了产生腐败的体制根源。
The basic problem of anti-corruption theory research is the relationship between power and corruption. This paper argues that the essence of corruption is the transformation of the nature and functions of public power. Power is the necessary condition for corruption. The combination of the lack of power and the selfishness of human beings is the sufficient condition for corruption. And from four aspects of the specific analysis of the root causes of corruption.
