Since the founding of New China, China has carried out large-scale reservoir construction. There have been 82,643 small reservoirs, accounting for 95% of the total number of reservoirs in China, including 16,115 small (1) reservoirs and 66,528 small (2) reservoirs. Small reservoirs, as an important component of China’s hydraulic engineering system, have played an important role in the economic and social development of our country. However, due to historical reasons, there are a series of problems in China’s small reservoirs such as low engineering standard, poor construction quality, serious aging and disqualification, inadequate supporting facilities, and lack of benign management systems and mechanisms
