江苏省冶金设计院,改国家拨付事业费为收取设计费的自负盈亏制,自1984年至今已三年了。三年来对外共签订设计合同130多项,完成1.5亿元的工程设计投资,收取设计费189万元,不仅为国家节省了130多万元事业费,并且上交税金和财政15万元,做出了一批经济效益好、技术先进的工程设计和科研成果,改革的优越性已经显示出来。
