西部地区的发展离不开投资环境的改善,而投资环境中法治环境是一个非常重要的因素。“西部发展,法治先行”的理念已经深入人心。而西部投资法治环境不尽人意,主要表现在西部法制建设相对滞后、西部法治观念较落后以及西部法律人才缺乏且分布不平衡等方面。西部地区应坚持经济法治原则、坚持法治建设因地制宜原则。在引进投资、构建投资法治环境方面应充分发挥地方权力机关的立法作用,加强对广大干部群众的法治教育,多渠道解决法律人才不足问题并制定出相应的对策。

We should give full play to the legislative role of local authorities in introducing investment and building an environment for investment and rule of law, strengthen the rule of law education for the broad masses of cadres and the masses, solve the problem of insufficient legal personnel in various channels, and formulate corresponding measures.
