Preface In the past few years, as an important governance tool, a mechanism emerged for the government to purchase social services. Through this mechanism, government departments at all levels outsource public services to social organizations. In recent years, the government has introduced reform measures to gradually relax the conditions for registration of social organizations, one reason is that the government needs to ensure that there is a sufficient number of organizations to provide quality social services. After a series of local pilot projects, the Central Government announced in March 2013 that it will soon adopt new registration regulations that allow for the simplification of several types of social organizations
