政绩观作为官员秉持的核心伦理标准,对政府的行为有直接影响。近年来,各地频现的企业污染、区域生态危机事件,加上以往的政绩门面工程现象,无一不是异化政绩观的外显。历次中央重大文件中反复提及政绩观的纠正,基于此,在中央历次重要文件(以《中共中央关于全面深化改革若干重大问题的决定》为主)精神基础上,首先回顾我国政绩观发展的脉络,将政绩观剖解为三要素:一是对象,重视二元性与重点性;二是目标,从双因素视域臧否当前热点的维稳、治污等行为;三是原则,如何利用制度塑造政绩观,提出可操作的原则与建议,为建构新型政绩观提供思路。
