湖北湖南是全国的重点防汛地区之一,在“八五”、“九五”期间,水利部、国家防总、长江水利委员会和两省地方政府,增加了非工程措施的投入,湖北建成了江汉、荆江微波网,湖南建成了环洞庭湖区微波干线网,为两省的抗洪斗争的胜利作出了重要的贡献。由于地域,管理等原因,两省网络虽相距很近,但没有联网。根据国家防总的要求,为保证长江防汛调度的需要,水利部、长委共同投资了150多万元,建成了湖北石首——湖南安乡的容量为120路、传输速率为8.448Mb/s的微波线路,建设时间是2000年5月18日~5月28日。这条线路虽说只有三个站址,但作用很大,既解决了两省的微波联网通信问题,又可直接了
