西北区一年来曾把收棉工作看作保证全国机器纺织生产及改善广大棉农生活的大事,因此坚决贯澈了中央各项政策,完成了巨大收购任务,是有成绩的。自六月十三日、十八日,中共中央西北局及本会先后发出响应政务院及中共中央关于购棉、储棉号召的指示,各地区在地方党政领导下,不少共产党员、青年团员、劳动英雄、植棉能手、合作社干部、及地方机关,在这一运动中,不但把自己的存棉卖给国家,起了积极的带头作用,而且还向群众作了宣传工作。有些地区还发动竞赛,个别地区,除棉农外,棉商也参加了这一爱国主义运动,自动把存棉储与国家,以上都是很好的现象。但应该指出:这还是局部地区的情况,就整个产棉而目前尚有存花地区来说,这一工作还是作的不深入普遍,有些地方还没有形成一个
