1954年6月,李先念被任命为中央人民政府政务院财政经济委员会副主任兼财政部长,9月被任命为国务院副总理兼财政部长,10月又兼任国务院第五办公室主任。他协助周恩来、陈云具体领导全国财经工作,解决了共和国第一个五年计划执行初期财政工作的三大任务:制定“一五”计划期间的财政计划;筹集“一五”计划所需建设资金;积累财政工作的经验,实现1954年国家预算。他迅速适应工作任务的转变,在经济工作中学习经济工作,很快成为财经方面杰出的领导人,为发展我国国民经济、探索社会主义财经工作的规律、奠定我国社会主义工业化建设的基础,作出了重要贡献。
