老工业基地改造既是国有企业改革的有机组成部分,也是区域协调发展和工业化道路创新的重要问题。改革开放以来老工业基地改造的路向经过三次演化,逐步上升到国家战略的层次通盘筹划。其基本要求是坚持以科学发展观为指导,以改革开放为动力,着眼于全国经济战略布局、统筹区域协调发展和工业化道路创新等方面进行改造和振兴,努力走中国特色老工业基地科学发展的新路。这也是改革开放以来老工业基地改造的基本经验和宝贵启示。
