国企改革面临着观念转变、机制转变、运作转变,基础是观念转变,核心是机制转变,最终要实现运作转变。改革首先要使上层领导转变思想。企业家的观念转变往往对整个的观念转变有着巨大的影响作用。为此,领导班子成员要时刻做到思想保证、组织保证、纪律保证、作风保证等。同时要求领导转变观念,以身作则,带领企业员工打破原有的“铁饭碗”旧观念,学习新的科学文化技术,树立市场竞争意识和创新意识。特别是在我国加入世贸组织以后,在国际竞争中一定树立自己的品牌形象,运筹帷幄,未战庙算,使企业立于不败之地。
The reform of state-owned enterprises is facing the change of concept, the change of mechanism and the change of operation. The basis is the change of concept, the core is the change of mechanism, and finally the change of operation is to be realized. The reform must first make the leadership in the upper strata change their thinking. Entrepreneurial changes in perception often have a huge impact on the transformation of the whole concept. At the same time, it requires leaders to change their concepts and set an example by leading their employees to break old old concepts of “iron rice bowl”, learn new science, culture and technology and establish awareness of market competition and innovation. Especially after China’s accession to the WTO, in the international competition must establish its own brand image, strategizing, not fighting the temple count, so that enterprises in an invincible position.
