国家对国有施工企业试行百元产值工资含量包干办法至今,已有10多年之久。百元产值工资含量包干办法试行之初,曾一度对国有施工企业提高劳动生产率,促进生产发展和提高经济效益起过一定的积极作用。但是,随着时间的推移,百元产值工资含量包干办法(以下简称“百含”办法)的弊端逐步暴露出来,特别是在党的“十四大”会议上确立了建立我国的社会主义市场经济体制的理论后,国有施工企业的外部经营环境发生了巨大的变化,使百元产值工资含量包干办法的不适应性越来越明显。
