这是汪之才同志給本刊編委轉會三局長的信,他在这封信內所说的文書处理部門立卷,是指各部門立卷,但是在一般县委机关,因为机关不大,人員也少,实行各部門立卷是不恰当的。在县級机关如果实行集中的文書处理制度(即由办公室集中收發管理的制度),立卷也应在办公室集中进行。汪同志在本文所提到的各种問题,在許多机关(不仅县級机关)都存在,我們希望讀者注意。
