随着国家经济建设的快速发展,沿海市、县、镇以及中外企业投资建港的积极性越来越高,沿海港口建设有了较大的发展。如惠州市80年代前还没有海港。改革开放后,市政府深刻认识到海港在社会经济发展中的重要性,筹集巨资建设海港。经过五年时间的建设,惠州港已初具规模,进入了全省十大重要港口的行列,改善了投资环境,促进了惠州市的经济发展。熊猫、本田、壳牌、奇美等,能够在惠州沿海投资办大型企业,其中一个重要原因,就是因为惠州沿海有得天独厚的建港条件,具有办临海大型工业的港口优势。改革开放前,广东沿海除广州、湛江、汕头等几个城市外,其它县市几乎没有海港。现在,沿海的每个县市都有了自己的海港。但是,我们也应该十分清醒地看到,沿海地区在港口资源的开发和管理问题上,也出现了一些不容忽视的问题:(1)港口资源管理的主体不明确,缺乏一个协调各方统一管理的权威部门;(2)码头基本上是业主自筹资金建设的,一些业主未呈报县、市交通主管部门审批就动工兴建;(3)沿海沿江的一些乡镇认为,岸线是自己的,资金是自筹的,自己想怎么建就怎么建,擅自使用港口资源,或者建码头,或者搞房地产开发;(4)缺乏全面统一的规划,没有一套切实可行的控制、使用、审批港口资源的管理办法。有些市前几年对沿海的岸线作过
With the rapid development of the country’s economy, the enthusiasm of coastal cities, counties and towns as well as Chinese and foreign enterprises to invest and build their ports has been increasing. The development of coastal ports has made great progress. For example, Huizhou did not have a harbor before the 1980s.
