序 言 林业调查是建设社会主义新林业的先行,合理组织生产的基础,制定方针政策和长期、近期规划的依据,取得各项计划数据的必要手段,是一项政策性、技术性较强的林业基础工作。 为落实毛主席“林业要计算复盖面积,算出各省、各专区、各县的复盖面积比例,作出森林复盖面积规划。”的指示,农林部决定在“四、五”期间进行一次全国性的森林资源及宜林荒山荒地的调查,并要求各省、市、自治区在“四、五”期内查清本地区的森林资源。
