构建全民创业政策体系,能够引导劳动者自主创业、带动更多的就业机会,对建立新的就业格局、机制具有重大的现实意义。本文基于对构建全民创业政策体系的理论依据的阐述,和我国全民创业政策存在主要问题的分析,提出了构建全民创业政策体系的基本框架,更大限度的推进全民创业进程的对策建议。
Establishing a system of universal entrepreneurship policies can guide workers to start their own businesses and bring about more job opportunities, and is of great practical significance to establishing a new employment pattern and mechanism. Based on the exposition of the theoretical basis for establishing a nationwide entrepreneurial policy system and the analysis of the main problems of the nationwide entrepreneurial policy, this paper proposes the basic framework for establishing a nationwide entrepreneurial policy system and puts forward some countermeasures and suggestions for promoting the process of establishing a nationwide entrepreneurial enterprise.
