任何一支军队,都必然是一种特定战略需求下独一无二的产物,仅以此而言,将其视作一个整体而非一个集合也许更有利于我们去对其进行研判。对于海军尤其如此,因为从很早(比陆战要早得多)开始,海战就是以一种高度的系统化来进行的,这里完全可以将海军视作是一个大平台、一部战争机器。海军的每一艘战舰都是构成这台机器的一个零件,每一支舰队都是这台机器的一个分系统。而选用何种零件,将其置于何处,就是我们在此要探索的问题。
Any army must necessarily be a unique product of a particular strategic need. For the purposes of this summary, treating it as a whole rather than as a collection may be more conducive to our judgment. This is especially true of the Navy, where naval warfare was systematically carried out at a very early stage (much earlier than in the case of marine warfare) and it is entirely possible to regard the navy as a large platform and a war machine. Each of the Navy’s battleships is a part of the machine, and each fleet is a subsystem of the machine. And what kind of parts to choose, put where, is where we want to explore the issue.
