2013年2月,国务院颁布的《关于深化收入分配制度改革的若干意见》提出:“加强国有企业高管薪酬管理,建立与企业领导人分类管理相适应、选任方式相匹配的企业高管人员差异化薪酬分配制度。”党的十八届三中全会《中共中央关于全面深化改革若干重大问题的决定》对进一步改革完善国企高管薪酬分配制度提出总体要求。根据党中央和国务院文件精神,对改革完善国企高管薪酬分配制度进行重新思考并提出对策建议,具有现实意义。
In February 2013, the “Opinions on Deepening the Reform of the Income Distribution System” promulgated by the State Council put forward the following: “We will strengthen the administration of executive compensation in state-owned enterprises, set up senior management personnel that are compatible with the classified management of enterprise leaders and selected in the same way Differentiated Salary Allocation System. ”The Third Plenary Session of the 18th CPC Central Committee’s“ Decision on Several Important Issues of Deepening the All-round Deepening of the Reform ”sets forth general requirements for further reform and improvement of the remuneration distribution system for state-owned enterprise executives. According to the documentary spirit of the CPC Central Committee and the State Council, it is of great practical significance to rethink and reform the compensation and remuneration system for senior executives in state-owned enterprises.
