“飞地经济”在资源配置上,不但突破了两地之间的空间距离,也突破了两地之间的某些制度性、体制性障碍,是充分发挥两地资源优势,促进共同发展的一种有效模式。上个世纪末,国内许多地方相继开始了“飞地经济”发展探索。通过典型案例分析,总结各地“飞地经济”实践,并借鉴其成功经验,结合黄三角区域资源及产业优势,提供黄三角区域发展“飞地经济”的策略性建议,为黄河三角洲生态、高效经济区建设提供决策参考。
