曾三局长在华北、东北协作区技术档案工作扩大会议上总结报告中指出:“没有归档制度,就没有健全的档案工作,也就不会有完整的档案”,这是一个十分正确的指示。以花垣县档案馆所保存的县委全宗为例,过去由于文书处理工作和档案的归档制度不健全,档案材料散失很多,因此该全宗残缺的十分严重。如:五○年经立卷归档的只有一卷,五一年归档的仍旧是一卷,五二年增至二卷。这样,由于档案材料的不齐,给工作带来了很大的困难和不利,严重的影响档案材料的利用。因此,完整的收集档案材料,是档案馆刻不容缓的大事。完整的收集档案材料,是一件极为重要和十分艰巨的任务,如果没有高度政治责任感和踏实细致的工作作风,是难于做好的。根据花垣县和永顺县实践中的经验:
