盐城市是江苏省新近对外开放的一座海滨城市。近年来,这个市坚持把经济体制改革与经济发展结合起来,以搞活企业为中心,按照两权分离的原则,围绕转变经营机制、提高经济效益这个目标,从完善承包经营责任制、深化内部配套改革、重组企业产权结构三方面探索改革路子,不断将企业改革向深层次推进,从而促进了企业新体制主导因素的迅速增长,推动了全市经济的稳步发展。三个措施发挥承包效能经过两年实践,目前全市全民工业企业的承包面达到99%,集体工业企业的承包面达到75%。我市在推行承包制中,逐步建立起竞争机制、风险机制,强化承包制的激励和
Yancheng City is a coastal city newly opened to the outside world in Jiangsu Province. In recent years, the city has consistently combined economic system reform with economic development, invigorated the enterprise as the center, and in accordance with the principle of separation of powers, aimed at the goal of changing operating mechanisms and improving economic efficiency, and improving the responsibility system of contracted operations and deepening internal support.
