各省、市、自治区人民委员会:1958年厂矿防暑降温工作,在各级党委的领导下,政治挂帅,依靠群众,动的早、抓的紧,采取了积极预防的综合性措施,使高温作业的中暑人数比历年皆有下降,暑期缺勤率减少,生产效率大大提高,保证了暑期生产任务的顺利完成,对工农业生产大跃进起了重要作用。但就全国来看,防暑降温工作还不平衡,个别地区或企业对这项工作重视不够,赶不上大跃进形势的发展,特别是少数露天作业工地和农业田间劳动,曾经发生了严重中暑事故,应当引起重视。
