在“页岩气革命”推动下,美国国内围绕奥巴马政府应否放松出口液化天然气问题展开了一场辩论。从最初重点关注天然气出口的国内经济影响,到乌克兰危机爆发后迅速转向对天然气地缘政治价值的热议。这场辩论对奥巴马第二任期的能源政策与能源外交选择产生了显著影响。为确保天然气出口在满足国内经济需求和实现外交政策目标之间取得平衡,奥巴马政府将按现有程序和进度审批出口项目,并把出口天然气纳入正在进行的TPP与TTIP谈判之中,以回应国内外相关诉求。
In the “shale gas revolution ” driven by the United States around the Obama administration should relax the export of liquefied natural gas to start a debate. From the initial focus on the domestic economic impact of natural gas exports, the government moved quickly to the geopolitical value of natural gas after the crisis in Ukraine. This debate has had a significant impact on Obama’s second-term energy policy and energy diplomatic options. To ensure that natural gas exports strike a balance between meeting domestic economic needs and meeting foreign policy goals, the Obama administration will approve export projects in accordance with current procedures and schedules and include the export of natural gas into the ongoing negotiations between TPP and TTIP in response to domestic Foreign related appeals.
