无论是工业化国家还是发展中国家都不否认技术对发展的重要性。在这方面发展中国家的依赖性特别大,而且它们的需要特别迫切。发展中国家的主要不满往往是,它们所获得的技术,价格相当昂贵,并且很少适合本国的用途。德意志联邦共和国内普遍认为:只有“合适”的技术才能圆满地达到目的。前联邦经济合作部长埃贡·巴尔认为:
Neither the industrialized nor the developing countries deny the importance of technology for development. The dependence of developing countries is particularly large in this regard, and their needs are particularly pressing. The main complaint of developing countries often is that the technology they receive is relatively expensive and seldom appropriate for their own purposes.
