关于南水北调的必要性和可行性,当前议论很多。华北缺水是有目共睹的现实,天津、沧州等城市一般年份已出现水源危机,大旱之年工业停产,农业减产。对此严重缺水问题,有人却认为充分利用当地水源再加黄河接济就可解决,没有必要从南方调水;也有人认为调水虽有必要,但不经济且对环境有不良影响。因此,把南水北调视为好大喜功,是“左”的思想反映。我们认为,“左”不“左”还得看必要不必要,可行不可行。
There is a lot of talk about the necessity and feasibility of the South-to-North Water Diversion. Water scarcity in northern China is a fact that is obvious to all. The cities of Tianjin and Cangzhou have experienced water crisis in their general years. Industries in the drought year have been discontinued and agriculture has been cut. Some people think that it is not necessary to transfer water from the south if full use of local water sources plus the Yellow River is needed. Some people think that although water diversion is necessary, it is not economical and has an adverse impact on the environment. Therefore, considering the South-North Water Diversion as a great joy is a reflection of the thinking of the “left.” We think that it is not feasible for “left” or “leftist” parties to see that they are unnecessary or unnecessary.
