1997年初,大兴县委以“百名干部下乡村,围绕五好抓整顿”为题,抽调县直及乡镇198名机关于部,对全县46个问题比较突出、干群关系比较紧张的不稳定村进行为期两年的集中整顿。由于各级党委高度重视,工作队措施得力,整顿工作取得了令人满意的效果。1997、1998两年,全县的信访、上访件次分别比上年下降了65.9%和8.2%。
