一、前言北京市级医疗机构的预算管理体系,已经进入到全面预算的时代。医疗机构既担负着提供医疗服务的责任,同时需要保证合理的经济效益,以维持机构正常运行和再发展。因此,预算管理的质量,对合理配置医疗资源、完成事业发展规划、保证教科研防各项工作顺利,起着关键性作用。因此,我们应结合医疗机构的工作实际,科学合理地编制预算。
I. Introduction Beijing’s budget-management system for medical institutions has entered an era of full budget. Medical institutions are not only responsible for providing medical services, but also need to ensure reasonable economic benefits in order to maintain the normal operation and re-development of the institutions. Therefore, the quality of budget management plays a key role in the rational allocation of medical resources, the completion of career development planning, and the smooth operation of scientific research and prevention. Therefore, we should formulate the budget scientifically and rationally in the light of the actual work of medical institutions.
