改革开放以来,随着城市大规模的建设和快速发展,“街道办”作为城市基层政府的派出机构,其辖地面积和人口迅速扩张,管理任务日益繁重;同时,伴随着经济转轨和社会转型,城市的经济社会生活发生了巨大变化,城市基层管理上出现了很多新的领域,原有的“街道办”的职责规定显然难以应付。如何改革与完善城市基层政府行政管理体制是基层政府工作实践中必须面对的难题,也是广大理论工作者所要研究的重大的现实课题。近年来全国许多城市都在积极进行城市基层政府管理体制改革的尝试与探索,沈阳市皇姑区“功能区”建设的实践就是这种尝试与探索的一例。

The practice of building “Functional Areas” in Huanggu District in Shenyang is an example of this attempt and exploration.
