近年来,恩施市探索出以为民服务全程代理为载体、加强社会管理的新机制。通过几年的实践,取得了减轻农民负担、提高办事效率、带动创业致富、促进社会和谐、推动依法行政和密切干群关系的良好效果。为提升农村社会管理水平,还须进一步突出为民服务核心,把握角色功能定位;进一步理清社会管理范畴,丰富为民服务内涵;进一步构建为民服务机制,推动政府职能转变。
In recent years, Enshi City has explored a new mechanism for strengthening social management by serving the entire agency as a carrier. After several years of practice, it has achieved good results in alleviating the burden on peasants, improving efficiency in handling work, boosting entrepreneurship and prosperity, promoting social harmony, promoting administration according to law and close relations between cadres and the masses. In order to improve the social management level in rural areas, we must further highlight the core of serving the people and grasp the positioning of the role functions. We should further clarify the scope of social management and enrich the content of serving the people. We should further build a service mechanism for the public and promote the transformation of government functions.
