为贯彻落实《中共中央、国务院关于进一步加强农村卫生工作的决定》(中发[2002]13号)精神,加快我省农村卫生改革与发展,现结合我省实际,作出以下决定。一、明确农村卫生工作的指导思想和目标任务1.指导思想。以邓小平理论和“三个代表”重要思想为指导,认真贯彻党的十六大精神,坚持新时期卫生工作方针,从农村卫生工作实际出发,建立适应新形势要求的卫生服务体系和医疗保健体系,深化改革,加大投入,发挥市场机制作用,加强宏观调控,优化卫生资源配置,着力改善农村医疗卫生状况,逐步缩小城乡卫生差距。全面落实初级卫生保健发展规划,不断提高广大农民的健康水平和生活质量。2.目标任务。根据我省全面建设小康社会和加快社会主义现代化建设步伐的总体目标,适应社会主义市场经济体制和农村经济社会发展要求,到2010年,在全省农村基本建立起设施配套的卫生服务网络、较高素质的卫生服务队伍、精干高效的卫生管理体制、以大病统筹为主的新型农村合作医疗制度和医疗救助制度,使农民人人享有初级卫生保健,得到优质、方便、价格合理的基本卫生服务,主要健康指标达到发展中国家的先进水平。经济发达地区应率先实现上述目标。二、加强农村公共卫生工作
In order to implement the spirit of the “Decision of the Central Committee of the Communist Party of China and the State Council on Further Strengthening Rural Health Work” (Zhongfa [2002] No. 13) and accelerate the reform and development of rural health in our province, the following decisions are made in light of the actual situation in our province. Guided by Deng Xiaoping Theory and the important thinking of the “Three Represents,” we must conscientiously implement the spirit of the 16th National Party Congress, adhere to the principles of health work in the new era, and proceed from the reality of rural health work to establish a health service system and medical care that meets the requirements of the new situation. The health care system has deepened reforms, increased investment, played a role in the market mechanism, strengthened macroeconomic regulation and control, optimized the allocation of health resources, and made efforts to improve the medical and health conditions in rural areas and gradually narrowed the urban-rural health gap. Comprehensively implement the primary health care development plan and continuously improve the health level and quality of life of the majority of farmers. 2. The target task. According to the overall goal of building a well-to-do society in an all-round way in our province and accelerating the pace of socialist modernization, we must adapt to the requirements of the socialist market economic system and rural economic and social development. By 2010, we will basically establish a supporting health service network in rural areas across the province. High-quality health service team, capable and efficient health management system, new rural cooperative medical system based on serious disease coordination, and medical assistance system enable all peasants to enjoy primary health care and get basic health services of high quality, convenience, and reasonable prices. The main health indicators have reached the advanced level in developing countries. Economically developed regions should take the lead in realizing these goals.
