本文从社区逐步实现高度民主自治的视角,从抽象的社区概念对法律进社区工作的理论指导意义作为论述的切入点,阐明法律进社区工作,如何与社区类型相适应,与社区议行分设、共驻共建、资源共享的民主管理属性相适应,进而阐明在当前街道办事处与社区居委会之间既存在党的领导关系,也存在行政指导关系,以及社区成员代表会议这个社区民主决策的权力机构与居民委员会这个社区民主议事的执行机构与社区成员之间横向协调关系的前提下,如何建立社区依法治理工作的新模式,从其内容设置到如何走规范之路,保持社区依法治理工作的应有特点和持久性发展,在理论与实践的结合上做了深入的探索和研究,对开展法律进社区工作有普遍的指导意义和借鉴作用。
