当前,社会力量参与减灾救灾的热情持续高涨,但作用发挥仍然有限。本文客观分析了社会力量参与减灾救灾的基本现状和工作模式,以及社会力量参与减灾救灾存在的问题,从创新社会治理模式的角度提出了支持引导社会力量在减灾救灾中充分发挥作用的基本思考:支持引导社会力量有序参与减灾救灾工作是加强和创新社会治理体系、健全防灾减灾救灾体制的重要举措,积极鼓励社会力量全面参与减灾救灾工作,将其纳入灾害治理体系,从完善政策体系、搭建服务平台、加大支持力度、强化信息引导等方面强化支持和服务,并加强对社会力量参与减灾救灾工作的规范和引导。
At present, the enthusiasm of social forces participating in disaster reduction and relief work continues to rise, but its role is still limited. This paper objectively analyzes the basic status quo and working patterns of social forces participating in disaster mitigation and relief work and the existing problems of social forces participating in disaster mitigation and relief work. From the perspective of innovative social governance models, this paper puts forward the basic thinking of supporting and guiding social forces to give full play to their roles in disaster mitigation and relief: Supporting and guiding the social forces to participate in the disaster reduction and relief work in an orderly manner is an important measure to strengthen and innovate the social governance system and improve disaster prevention and reduction and relief system and actively encourage social forces to fully participate in disaster reduction and relief work and integrate them into the disaster management system. Build service platform, increase support, strengthen information guidance and other aspects of strengthening support and services, and strengthen the social forces to participate in disaster reduction and disaster relief norms and guidance.
