在加拿大,拥有世界上最为发达的社区报业体系。什么样的报纸算社区报纸有人把社区报纸定义为发行量在5万份以下的报纸。但在加拿大,社区报纸中发行量在5万份以上的虽为少数,却占了总发行量的20%以上。在魁北克省,政府把社区报纸定义为非赢利性出版物。但在有些省份,却是赢利性报纸才被认为是社区报纸。加拿大的社区报有一个共同的宗旨,即服务社区。每张报纸必须经过认证发行,广告不能超过70%;编辑内容的50%以上必须是自采的,50%以上必须是关于本社区的;发行频率不低于每周一期,不高于每周四期。
