从形式到内容实行民主,是抑制当前党内腐败的有效途径之一。民主应在党的领导的产生、党内事务管理等具体方面得以体现。只有行政事务民主化、舆论自由化、党派关系平等化才能让监督产生实效。唯有权力下放才能让权力得到控制,并从制度上保证民主的实施,实现对执政权力的有效监督。
To implement democracy from the form to the content is one of the effective ways to curb corruption in the party. Democracy should be reflected in the concrete aspects of the party’s leadership and party affairs management. Only the democratization of administrative affairs, the liberalization of public opinion and the equalization of partisan factions can make the supervision effective. Only by decentralization can power be brought under control and systemically guarantee the implementation of democracy so that effective supervision of the ruling power can be realized.
